Just south of 8th Street in Westlake, construction is in progress for a new multifamily residential development from a Downtown-based firm.

The project, approved in 2020, replaces a late 19th century building at 831 S. Westlake Avenue. Plans call for a seven-story building featuring 79 rental apartments above podium parking for 40 vehicles.

Project entitlements include Transit Oriented Communities incentives permitting a larger building than otherwise allowed by zoning rules. In exchange, 12 of the apartment are to be set aside for rent by very low-income and extremely low-income households for a period of 55 years.

Mobbil, Inc., a civil engineering firm, is designing the contemporary low-rise development.

City records list the project applicant and owner as Westlake Apartments, LP.  The entity is attached to Raman Nourizad, who is listed as the Director of the Downtown-based jewelry company Ninacci, Inc.

The project site sits a few blocks to the south of Metro's Westlake/MacArthur Park Station, where a proposed high-rise complex could create new housing, a hotel, and other commercial uses.
