Affordable housing complex nears the finish line in Historic Filipinotown

The finish line is nearing for HiFi Collective, a new affordable and supportive housing project located at 3200 W. Temple Street in Historic Filipinotown.

The project site, formerly the site of the offices of non-profit organization Search to Involve Pilipino Americans (SIPA), is being redeveloped by Linc Housing Corp. as a five-story apartment building featuring 63 studio dwellings reserved for formerly homeless residents.

Located on the western perimeter of Historic Filipinotown, will include a 6,100-square-foot office for SIPA at street level, as well as a multi-purpose room, and a business center named for SIPA's late executive director John Eric Swing.

D33 Design & Planning and Synthesis Design + Architecture are designing HiFi Collective, which is a wood-frame structure clad in stucco. Plans call for a computer lab, and a community kitchen, and on-site offices for supportive services, among other features.

HiFi Collective was funded through a roughly $12.7 million allotment in Proposition HHH, a $6.8-million contribution from Los Angeles County, and a traditional construction loan. The approximately $32-million development will cater to households earning between 50 and 60 percent of the area median income, with rents ranging from $848 to $1,018 per month, according to a staff report to the California Tax Credit Allocation Committee.

The project, which serves as a landmark on the western edge of Historic Filipinotown, is not the only identifying market coming to the community. In May, the City of Los Angeles is scheduled to install a new monument sign above Beverly Boulevard on the eastern side of the neighborhood.
