In Glendale, non-profit developer Abode Communities has commenced work on an adaptive reuse project that will transform a more than century-old building into senior affordable housing.
The Harrower Village project, located at 912 E. Broadway, will convert the two-story Harrower Laboratory and Clinic building into 40 homes for older adults. Plans also call for on-site resident services and amenities such as a central courtyard.
“Glendale is stronger when we can ensure housing for our most vulnerable citizens living on fixed incomes,” said Glendale Mayor Ardy Kassakhian in a news release. “In this moment when the housing crisis touches everyone, it is my honor to be here today as we make steps as a city to make housing affordable and available to all.”

The building, completed in 1921, has served a number of uses during the past century, including offices, production space, and a school for special needs children. The City of Glendale acquired the property in 2019, and expects the building will qualify for the National Register of Historic Places following the completion of the residential project.
Abode is financing the Harrower Village project using a combination of tax credits, private, and philanthropic funding. Completion is expected in 2023.
Harrower Village joins a similar project, the Citrus Crossings apartments from Meta Housing Corp., which broke ground on an adjacent site earlier this year.
Both projects are under construction as rent.com data shows that the City of Glendale has seen rent skyrocket 36.32% from since 2021, to an average of $4,472.
