An entitlement application filed this month with the Department of City Planning represents the latest step forward in the effort to redevelop the aging Rancho San Pedro public housing complex near the Port of Los Angeles.
The One San Pedro Collaborative, a team led by National CORE and Century Housing, was selected by the Housing Authority of the City of Los Angeles to lead the redevelopment of the 1940s housing complex in 2018. Their plans for the nearly 20-acre site call for a phased redevelopment which would more than triple amount of housing from 478 units today to more than 1,500.
The new housing would include both market-rate and affordable homes, the exact mix of which has yet to be determined. however, of the proposed 1,553 residential units, an estimated 1,041 would be set aside for households earning no more than the moderate-income level.
Besides housing, roughly 85,000 square feet of community services and amenities are proposed, as well as 45,000 square feet of local-serving commercial spaces. These elements would include childcare and youth programs, afterschool programs, case management services, healthcare services, mental health treatment centers, business incubators, community rooms, a grocery store, a drug store, dry cleaners, flower shops, corner stores, and bakeries.
The design team for One San Pedro, which includes SVA Architects, TCA Architects, and City Fabrick, have envisioned a series of multi-story buildings, with maximum heights ranging between 60 and 180 feet. The new structures would be located within an existing street grid, including segments of Santa Cruz Street, Palos Verdes Street, Beacon Street, First Street, Second Street, Third Street, Mesa Street, and Centre Street. Additionally, plans call for carving new green spaces and paseos through Rancho San Pedro, including a linear park along Palos Verdes Street, a pedestrian plaza fronting Harbor Boulevard, and a proposed sports park at 1st and Centre Streets.
Construction of the One San Pedro plan remains on track to occur over a roughly 14-to-20-year period, commencing as early as 2024 and ending as early as 2037.
- An initial phase between 2024 and 2030 would replace 157 existing homes with 375 housing units, 32,000 square feet of neighborhood-serving uses, and two public parks.
- A second phase between 2031 and 2035 would replace 144 existing units with 600 new homes, as well as 25,000 square feet of retail, 30,000 square feet of neighborhood serving uses, and two more parks.
- The final phase, between 2034 and 2037, would replace an additional 178 homes with 625 new residences, 23,000 square feet of neighborhood serving uses, and 20,000 square feet of retail.
The redevelopment of Rancho San Pedro represents potentially the largest development near the L.A. Waterfront, where construction recently began for the long-awaited West Harbor complex. Several mixed-use apartment buildings have either been built or are planned on surrounding properties.
The City of Los Angeles, which has owned Rancho San Pedro for roughly 70 years, has partnered with developers to expand several of its public housing facilities, including Dana Strand in Wilmington and Jordan Downs in Watts.
Across San Pedro Bay, Century Housing - one of the partners on One San Pedro - is planning an expansion of another public housing facility originally developed by the Federal government. The proposed redevelopment of the Century Villages at Cabrillo could eventually add 750 new homes to the property, expanding the total amount of affordable housing within the 27-acre complex to 1,380 units.
