In Highland Park, construction is moving forward for a new mixed-use development near the intersection of York Boulevard and Figueroa Street, according to permits issued recently by the L.A. Department of Building and Safety.
The project from local real estate firm Skya Ventures, approved for a property at 6320 E. Garvanza Avenue and 141 N. Avenue 64 in September 2021, calls for the construction of a new three-story building featuring 33 studio, four-, and five-bedroom apartments above 1,910 square feet of ground-floor retail space and a two-level, 76-car basement garage.
Approved plans rely on Transit Oriented Communities incentives to permit a larger structure than allowed by zoning rules for the property. In exchange, three of the proposed apartments are to be reserved as deed-restricted affordable housing.
Green City Building Co. is designing the project, which is would feature a brick exterior to match the look of nearby historic structures. Plans call for a U-shaped footprint above the ground level, wrapping a central courtyard. Other amenity spaces would include a movie room, co-working space, and a lounge.
The project was approved despite the objection of the board which oversees the Highland Park-Garvanza Historic Preservation Overlay Zone, which had recommended denial of the project following a February 2021 meeting. The project has undergone multiple design iterations since first filed with the City of Los Angeles in 2020.
Skya Ventures, which is based out of the San Fernando Valley, also developed a 92-unit apartment complex near the intersection of Vermont and Fountain Avenues in East Hollywood.
