A pair of 1930s buildings which house a mechanic shop near the SR-210 Freeway is up for redevelopment with housing, according to an item scheduled for review at the October 10 meeting of the Pasadena Design Commission.

The proposed project, slated for a property at 2771 E. Foothill Boulevard, would rise from a site located just under one mile west of the A Line's Sierra Madre Villa Station. Plans call for the construction of a new three- and four-story buildings featuring 21 one- and two-bedroom dwellings above 5,329 square feet of ground-floor commercial space and parking for 56 vehicles.

Requested approvals include density bonus incentives to permit greater height and reductions to setbacks normally required by zoning. In exchange, two of the apartments would be set aside for occupancy by very low-income households.

Tyler + Kelly Architecture is designing the project, which is named 'The Pamplona," in architectural plans included with the presentation.

"The proposed building is designed in a contemporary interpretation of a traditional Spanish Colonial Revival style with pitched and flat roofs, repeating projecting and recessed building volumes, stacked punched openings and projecting sunshades," reads a staff report. "The design is supported by a simple, but rich material palette consisting of stucco that will be detailed with wood trellises protecting windows, tile, clay tile roofs and an ornamental statue at the southeast corner of the roof parapet."

The Pamplona is being presented to the Design Commission for a preliminary consultation, and a vote on the project is not scheduled for October 10.

The proposed development would rise a half-mile west of a large industrial-zoned site at 3200 E. Foothill Boulevard, where Pasadena city officials have previously approved the construction of a 550-unit mixed-use apartment complex from Trammell Crow Company subsidiary High Street Residential.
