Seven years after Metro began cooking up plans to redevelop the massive park-and-ride lot at North Hollywood Station, the project has received the blessing of the Los Angeles City Council.
On December 8, the Council voted to approve land use entitlements and a development agreement with Trammell Crow Company and its affiliate High Street Residential for the District NoHo development, which would span approximately 16 acres of land at the intersection of Lankershim and Chandler Boulevards. Although a specific plan approved for the site would permit a more intensive development, the project currently contemplated for the site would include:
- 1,481 homes (including 366 affordable and moderate-income units);
- approximately 60,000 square feet of retail and restaurant space,
- approximately 450,000 square feet of offices; and
- roughly 3,000 parking spaces for site users and Metro passengers.
While the site currently consists of several superblock properties, plans call for inserting new internal streets and pedestrian paseos to break up the property. In total, roughly two acres of publicly accessible open space is planned - including three plazas. Additional improvements would include a new entrance to the B Line subway on the west side of Lankershim and improvements to the G Line busway's terminus.
Gensler, HKS, KFA Architecture, and Relm headline the design team for the project, which would include a total of three high rise buildings: residential towers standing 20 and 23 stories in height and a 21-story, 281-foot-tall office tower.
District NoHo, which would be developed in phases over a period of up to 15 years, would also be tied to a development agreement which would provide additional public benefits codified as part of the development agreement. Those elements include a new art gallery, funding for a two-way Class IV bike trail on the west side of Fair Avenue from Chandler Boulevard to District Way, public art, community events, and various historical plaques.
According to a Metro staff report found by @numble, Metro is considering the formation of an Enhanced Infrastructure Financing District for District NoHo, which would cover the cost of the planned affordable housing as well as upgrades to the Metro station. That presentation indicates that work on the initial components of the project could begin as early as 2025 or 2026, with a final phase on track for completion in 2031.
