A new flyer released by Metro offers a glimpse of a proposed high-rise development which could sprout atop the Regional Connector's Grand Av Arts/Bunker Hill Station in Downtown Los Angeles.
The project, which first came to light in August 2023, would makes use of 1.3 acres of Metro-owned land bounded by 3rd, Hope, and Flower Streets. That land would be coupled with a neighboring site owned by applicant, resulting in a total development area of roughly two acres.
While the new flyer is light on details, aside from showing a rendering of a modern high-rise with a large plaza close to the Metro stop, a staff report has previously described the project as being a 428-unit residential development - with 115 reserved as affordable housing - and approximately 20,000 square feet of ground-floor commercial space. However, adding to the confusion, the same report also states overall plans for 584 residences - with at least 25 percent set aside as income-restricted housing.
Per the flyer, Metro concluded its solicitation of additional proposals for the site in December 2023, and a developer selection is slated to occur in Spring 2024.
The identity of the applicant behind the unsolicited proposal continues to be left unsaid. However, the adjoining property on the same block is developed with a heating and cooling plant owned by Enwave Energy Corporation and Veolia Energy.
All three of the new stops on the Regional Connector have proven attractive to developers, even before the subway tunnel was completed last year. Metro previously issued a request for proposals seeking developers for land adjacent to the new Little Tokyo/Arts District Station, but chose to restart the process following community backlash. Outside of Metro joint developments, Tribune Real Estate Holdings has secured approvals to a build a 56-story apartment tower on land abutting Historic Broadway Station, and Onni Group is planning a pair of similar high-rise buildings across the street.
