The Los Angeles City Council has voted to uphold the approval of two ED1 affordable housing developments in Hollywood, rejecting appeals from a group of neighboring homeowners who sought to block construction of the projects.
The proposed developments from Taylor Equities, approved earlier this year by the City Planning Commission for sites at 1332 and 1346 N. Fairfax Avenue, calls for the construction of twin four-story buildings, each featuring 26 low- and moderate-income apartments without on-site parking.
GA Engineering is designing both apartment buildings.
Both projects were approved with density bonus incentives to permit large buildings than typically allowed by zoning rules. Although both properties are placed in the R1 single-family zone, they are located within a general plan land use designation which permits the construction of apartments.
Through an attorney, the appellants argued that both projects violated zoning rules and should not have been granted exemptions from review under the California Environmental Quality Act. Additionally, the appellants argued that the approvals should be set aside due to impacts to an adjacent historic district which had not previously been considered.
