A presentation to Metro's Planning and Programming Committee reveals renderings for a proposed affordable housing development just north of the A Line's Duarte/City of Hope Station.
Metro staff have recommended that the agency should enter into an exclusive negotiation agreement with Jamboree Housing Corp. for the project site, which sits at the intersection of Highland Avenue and Fasana Road. Jamboree Housing, which has targeted a project at this location since 2019, has proposed a five- and six-story building which would feature 100 apartments - restriccted to households earning between 30 and 60 percent of the area median income level - above 5,000 square feet of ground-floor commercial space and parking for 125 vehicles.

Architecture Design Collaborative is designing the project, named Highland Village, which would have a U-shaped footprint wrapping a courtyard at the rear of the site. Additionally, plans call for 4,400 square feet of community space within the building.
The agreement between Metro and Jamboree Housing is merely a key step in the process, rather than the completion of it. The developer will next begin outreach with the City of Duarte and submit an entitlement application for Highland Village.

According to a Metro staff presentation, Duarte's intention to build around this site goes back nearly two decades, with grants from both Caltrans and Metro helping to facilitate the process. A master plan for the site has already yielded two other projects next door- a pair of apartment buildings from MBK Rental Living totaling more than 600 residential units.
