The Office of the Chief Legislative Analyst has recommended that the Los Angeles City Council select Lincoln Property Company and Fifteen Group to redevelop the Lincoln Heights Jail, a 1930s Art Deco structure abutting the L.A. River.
LPC and Fifteen Group, which are competing with bids from CIM Group and the nonprofit organization WORKS, have dubbed their project the Lincoln Heights Makers District. Plans call for repurposing the existing jail and developing an adjacent 3.2-acre site owned by Fifteen Group with 268,250 square feet of residential space - including affordable housing - as well as 220,000 square feet of commercial space, 57,000 square feet of manufacturing and retail, and over four acres of open space. These include a rooftop garden, capable of supporting large events, and an amphitheater at the north corner of the property.
Rios Clementi Hale Studios has been tapped to design the project, which would incorporate a landscaped central paseo and connections to the adjacent river.
An agreement with LPC and Fifteen Group is still subject to approval by the full City Council. A vote is scheduled for November 1.
