An empty lot at the southern edge of Torrance is slated to be redeveloped with a mixed-use senior housing complex, per an item recently reviewed by the Torrance Planning Commission.
Zeina Awad, the owner of the corner lot at 25480 Hawthorne Boulevard, has proposed the construction of a three-story building featuring 20 one-bedroom apartments for older adults above 1,608 square feet of ground-floor commercial space and subterranean parking for 20 vehicles.
The project relies on density bonus incentives and waivers to achieve relief from zoning rules relating to minimum commercial space and required setbacks - but not to increase the proposed density, which is less than would could be built under existing rules. In exchange, one of the new apartments will be set aside for rent as very low-income affordable housing.
BSB Design is the architect for the project, named Walteria Terrace Garden for the surrounding neighborhood, which is portrayed in renderings as a contemporary low-rise structure clad in painted stucco.
The project site is located just north of Rolling Hills Estates city limits.
