A property owner is retooling a proposal for a multifamily residential building near Metro's North Hollywood Station, per an application submitted this month to the L.A. Department of City Planning.
Back in 2023, Dariyoush Kohanof of Elmer 26, LLC initiated an entitlement case for a site at 5519 N. Elmer Avenue. At the time, plans called for the construction of a six-story building featuring 44 studio and one-bedroom apartments above semi-subterranean parking for 28 vehicles. That application relied on Transit Oriented Communities incentives to permit a larger building than allowed by zoning rules, and would have included five extremely low-income affordable housing units.
A new application submitted for the same site, now utilizing citywide housing incentives, calls for the construction of a larger seven-story edifice featuring 87 studio, one-, and two-bedroom dwellings with 20 parking spaces. But unlike the earlier project, this plan calls for a fully-income restricted development, reserved for households at the low- and moderate-income levels.
California Development & Design remains the architect for 5519 Elmer, which is shown in plans as a contemporary podium-type building with a rooftop deck.
The site sits a short walk north of North Hollywood Station's park-and-ride lot, where Trammell Crow Company has approvals for a more than $1 billion complex that could feature high-rise housing, office space, and retail.
