The Los Angeles City Council has upheld the City Planning Commission's approval of a proposed mixed-use development which would replace a mobile home park in Harbor City.

The project, slated to replace the A-1 Trailer Par at 1280 Pacific Coast Highway, comes from Orange County-based Red Oak Investments. Plans approved in October 2025 call for the construction of a new six-story development featuring 354 residential units and approximately 1,500 square feet of street-fronting commercial space. Parking for 575 vehicles would be provided in a central structure.

As a condition of approval for density bonus incentives to permit a larger structure than allowed by zoning rules, 42 of the proposed studio, one-, and two-bedroom apartments as deed-restricted affordable housing at the very low-income level. That number reflects the total number of existing mobile homes on the site.

Per a staff given to the Planning Commission in 2025, residents of the existing complex are offered a right-of-return if they meet the eligibility requirements of the new affordable units. Relocation assistance and other financial assistance is also to be provided to the residents.

VTBS Architects is designing the project, which is shown in plans as a contemporary low-rise structure organized around two central courtyards. Plans also call for a small roof terrace overlooking Pacific Coast Highway.

The project was faced with an appeal from SAFER, an affiliate of Laborers International Union of North America Local 270 (LIUNA), which commonly challenges new housing developments in the City of Los Angeles under the California Environmental Quality Act. The appeal argued that the project should be paused to allow for further study. The appeal was dismissed without discussion, as a staff report noted that SAFER had agreed to withdraw its appeal in January.
