Six months after reportedly shelling out $25 million to acquire a development site near the G Line in Warner Center, an operator of assisted living facilities has kicked off ambitious plans for a new senior housing complex on the property.

Earlier this month, an entity affiliated with Wellpointe filed an application with the Los Angeles Department of City Planning seeking approvals for the construction of a four-phase, 100 percent affordable assisted living development. In a departure from what is usually seen in senior housing developments, Wellpointe is opting to build upward, rather than opting for a more modest low-rise campus. The company's proposal calls for the construction of four buildings - ranging from a 42 stories and 467 feet in height to 34 stories and 377 feet in height - containing 3,458 residential units, including 3,192 for seniors and 266 units for on-site staff.

In addition to housing, the project would include roughly 2.2-million-square-foot complex would include 61,450 square feet of non-residential floor area and parking for 823 vehicles.

"6400 Canoga Avenue and the Warner Center offer a unique opportunity to deliver quality housing at scale with a focus on affordability," said Wellpointe chief executive officer George Kutnerian in a February news release announcing the purchase. "This acquisition reflects our intent to pursue a strategy that supports access to high-density, quality housing and social infrastructure that is complementary to the area's transformation."

This is not the first time a high-rise has been pitched for this very property. Sandstone Properties, the prior owner of the roughly 4.7-acre lot, had sought to build a 34-story market-rate residential tower with a small hotel component.

Likewise, Warner Center has a history of proposals for multi-tower developments which have yet to be realized. Most notably, Los Angeles Rams owner Stan Kroenke has announced plans for a $10-billion mixed-use complex anchored by a new headquarters campus and practice facility for the team.

Wellpointe, in addition to its Warner Center project, is planning a more modestly-scaled senior living facility in Van Nuys.
