The Glendale Planning Commission is set to consider an appeal of a proposed multifamily residential development that would replace an auto-oriented retail center adjacent to New York Park in the La Crescenta area.
The project at 3411 Foothill Boulevard, which spans a 1.3 acres at the northwest corner of Foothill Boulevard and New York Avenue, is being redeveloped by applicant Camellia Avenue, LLC. Plans call for razing all existing buildings to clear the way for a new five-story edifice featuring 87 studio, one-, two-, and three-bedroom apartments with parking for 151 vehicles.
The project was previously contemplated as a mixed-use building with 78 apartments, as well as ground-floor commercial space. Approved plans rely on density bonus incentives to permit a larger structure than otherwise allowed by zoning in exchange for providing nine units of very low-income affordable housing.
TCA Architects is designing the project, which is shown in plans with multiple courtyards and terrace amenity decks.
The project iss faced with an appeal from residents of the surrounding neighborhood who allege that the project could negatively impact public safety and should be subject to further environmental review. A staff report recommends denial of the appeal.
