A presentation to the Santa Monica Architectural Review Board offers a better look at plans to replace an office building just north of Santa Monica Airport and Clover Park with housing.

The project from Trammell Crow Company subsidiary High Street Residential, which would rise on a property owned by the Watt Companies at 2716 Ocean Park Boulevard, calls for the construction of two eight-story buildings featuring 456 studio, one-, two-, and three-bedroom homes above 6,960 square feet of commercial space and parking for 659 vehicles.

High Street Residential is utilizing density bonus incentives to permit a larger development than otherwise allowed by zoning rules. In exchange, 46 of the new apartments would be set aside for rent at below market rates.

AC Martin is designing the project, which is depicted in renderings as a contemporary podium-type apartment complex.

"The massing is broken down to reflect the scale of the surrounding neighborhood, the podium is adjusted to respond appropriately to urban and residential frontages, and the open-space system is organized to strengthen the project’s relationship to Clover Park," states a narrative included with the presentation. "Together, these strategies create a building that accommodates the site’s density and mixed-use program while providing a more legible, contextual, and pedestrian-oriented architectural solution."

The project is the latest in a recent series of developments to emerge in the area to the north of Santa Monica Airport, where city officials hope to fulfill a long-running effort to convert the property into park space. The property also sits adjacent to a site at 2800 28th Street, where BXP has plans for a similar mixed-use complex.
