At a ceremony held on October 6, the California Endowment and Linc Housing broke ground on a new affordable housing complex near Union Station in Downtown Los Angeles.
The project, dubbed the Robert K. Ross Center or Hope and Healing, will rise from a two-acre property at 800 N. Main Street a short walk from Men's Central Jail. Plans call for the construction of a 66,000-square-foot healthcare campus with workforce development and reentry services, as well as 124 apartments reserved for renters earning between 30 and 60 percent of the area median income level.
The first component of the project will be the new care campus. St. John’s Community Health will provide healthcare services, while Homeboy Industries will provide reentry services. The project is named in honor of former California Endowment president and chief executive Dr. Robert K. Ross, who retired from the organization in 2024.
“The Robert K. Ross Center brings the vision of Hope Village to life—a two-acre campus that pairs affordable housing with health and wellness services and offers a national model for alternatives to incarceration,” said California Endowment president and chief executive officer Brenda Solórzano in a news release. “For too long, we have invested in systems that punish people without making the investments that help them heal, rebuild their lives and thrive. This Center represents a different choice—one rooted in housing, health, opportunity and belonging. It also challenges us to think bigger about what The Endowment can bring to this work: not only our grants, but our land, buildings, investments, voice and influence.”
Studio One Eleven is designing 800 N. Main Street, which was described in an entitlement filing as reflecting and complementing nearby historic properties such as Union Station and the Terminal Annex. The new housing complex will stand seven stories in height, while the clinic building will range from two to four stories.
Construction of the housing complex is expected to commence in 2029 and be completed in 2029.
The campus is an outgrowth out of a plan developed by Homeboy Industries and the California Endowment called Hope Village, which aims to bring services and housing to sites near Men's Central Jail. Homeboy Industries is currently raising money for its own project, which would bring housing to its campus across the street.
