The Los Angeles County Board of Supervisors has approved gap financing for a new affordable housing complex in unincorporated East Los Angeles.

The decision, made at the Board's October 20th meeting, will provide an addition $3.6 million County contribution toward plans from PATH Ventures for 59-unit development at 5010 E. 3rd Street.  The four-story development, in addition to housing, is to include a 14-car garage, a lobby, a community room, on-site laundry facilities, a terrace deck on the second floor, and offices for on-site service providers and staff.

Urban Architecture Lab is designing the project, which would be located near the E Line's East Los Angeles Civic Center Station.

The County has previously provided $7.8 million to the project in May 2021. The need for additional funds was attributed to increased construction costs since the PATH Villas East Los Angeles project was priced in December 2025.

Likewise, PATH and the Los Angeles County Development Authority were previously awarded $27 million in Homekey+ funding for the project by the State of California. The building will include apartments serving chronically homeless residents with behavioral challenges.
