Six months after its plan for a multifamily residential development at current headquarters of the Glendale Unified School District was rejected, Carmel Partners has refiled for the project - which now calls for affordable housing.
The project, which would rise at 223 N. Jackson Streets, would include the construction of a four-story building featuring 192 residential units and a multi-level parking structure. Plans also call for the adaptive reuse of existing buildings at 231 and 241 Jackson Street to create 15 additional apartments. A full buildout of the development would include 207 dwelling units, including an unspecified amount of affordable housing in exchange for density bonus incentives.
The new filing responds to a vote last year by the Glendale Planning Commission to reject an earlier iteration of the project for a lack of on-site affordable housing. That project was pitched as a property swap arrangement in which Carmel would construct a new developer at the Jackson Street site and transfer ownership of a different building for Glendale Unified to use as its new headquarters. The existing administration building is reportedly in need of repairs.
Carmel Partners, based out of San Francisco, is no stranger to Glendale. The firm's past portfolio includes Altana, a two-building, 507-unit apartment complex located on Central Avenue. It has also built the 33-story Atelier tower in Downtown Los Angeles, and is behind the 11-acre Cumulus development next-door to the Expo Line's La Cienega/Jefferson Station.
