Local developer 4Site Real Estate is planning a mixed-use project on a property near the L.A. River in Lincoln Heights.

The proposed development, which was filed earlier today with the City of Los Angeles, would span across a 1.2-acre site fronting San Fernando Road, Barranca Street, and Avenue 21.  A case filing describes a roughly 114,000-square-foot project, containing 100 apartments - including three units of extremely-low-income housing - with a 100-room hotel and 4,661 square feet of ground-floor commercial space.

In its application with the Planning Department, 4Site is requesting an exception from the Cornfield-Arroyo Specific Plan, which governs land use in much of the area surrounding the Gold Line through Chinatown and Lincoln Heights.  Though considered innovative at the time of its adoption in 2013, the CASP has to date failed to produce a single unit of housing, prompting a recent effort from 1st District Councilmember to amend the plan.

4Site, which is based in Los Angeles, has recently worked with architect Patrick Tighe on new apartment buildings in Westlake and Historic Filipinotown, as well as small lot homes in Echo Park and Lincoln Heights.  

The project site is located across the street from the Alta Lofts, a live/work complex built into the shell of a 1920s industrial buildings.

One block north, Goodwill and the Los Angeles Department of Sanitation are considering working in concert to redevelop a handful of properties along San Fernando Road.
