At its meeting on July 18, the North Valley Area Planning Commission will consider plans from Domus Development to construct an affordable housing project in Panorama City.  

The Talisa Apartments, which would replace an auto repair shop and single-family dwelling at the northeast corner of Van Nuys Boulevard and Plummer Street, calls for the construction of a four-story building featuring 49 apartments priced for very low- and extremely-low income households.  The proposed development would include one- and two-bedroom dwellings affordable units, a three-bedroom manager's apartments, and 30 parking spaces in a ground-floor parking garage.

FSY Architects is designing the project, which would include a central landscaped courtyard and ground-floor space for a community room and social services offices.  Proposed exterior finishes include stucco, painted sheet metal, and wood slats.

A staff report to the Area Planning Commission recommends that the project should be approved.

Domus Development, which took over entitlements from a market-rate project slated for the same property, is also pursuing affordable housing developments in Echo Park and Koreatown.
