A vacant lot located at the confluence of Ballona and Centinela Creeks in Del Rey is slated for the development of multifamily housing, according to an initial study published by the Los Angeles Department of City Planning.
The Del Rey Pointe project, which will be given the address of 5000 Beethoven Street, calls for the construction of a six-story edifice featuring 236 studio, one-, two-, and three-bedroom apartments - including 38 very low- and extremely low-income affordable units - with 406 parking spaces located at-grade and on two subterranean levels. The proposed development would also include residential amenities such as a community room, a business center, a gym, and a swimming pool.
City records list the project applicant as an entity called 5000 Beethoven, LLC. Ilan Israely is listed as the manager of the limited liability company.
Designed by The Albert Group Architects, Del Rey Pointe would feature upper floor setbacks that move progressively inward proceeding up the height of the building. An atrium would run through the center of the building, while green belts and bike paths would flank its exterior.
Due to the project's isolated location, plans call for building two bridges to connect the property with its surroundings. A multi-purpose bridge across Centinela Creek to the south would provide vehicular access to the site via Playa Vista, while a bicycle and pedestrian crossing to the north would connect with the popular Ballona Creek Bikeway.
Construction of the bridge across Centinela Creek would require an easement with the County of Los Angeles and the property at 5300 Beethoven Street, which is also controlled by the property owner.
The proposed bridges would mirror the path of the Pacific Electric Railway's Inglewood Line, which once ran through the project site. Bridge piers for the former rail crossing across Ballona Creek can still be seen from its bike path.
Construction of Del Rey Pointe would occur over approximately 32 months, starting with the bridge across Centinela Creek and followed by the proposed apartments. A project timeline is not stated in the initial study.
Plans for the 5000 Beethoven site have shifted since initially submitted to the City of Los Angeles in 2016. The project was initially envisioned with 18,000 square feet of commercial space.
