The Los Angeles County Board of Supervisors has adopted a resolution to approve new land use regulations near a bus rapid transit stop in West Carson.
The West Carson TOD Specific Plan, initiated in 2015, is intended to encourage new development in a 319-acre area adjacent to the Silver Line's Carson Station. The station, which is located in the Harbor Transitway, provides connections to Downtown Los Angeles and San Pedro, and sits within walking distance of the Harbor-UCLA Medical Center campus.
The specific plan establishes a framework for the development of up to 3,574 new housing units and 4.6 million square feet of commercial space. Additionally, the plan provides recommendations for urban design, active transportation facilities, public realm improvements, and new public parks.
Mixed-use districts would span stretches of Vermont Avenue and Carson Street, allowing buildings up to four and five stories in height.
The specific plan will also accommodate up to 1.9 million square feet new development at Harbor-UCLA Medical Center - including as many as 100 housing units. The 71-acre campus recently added a $63-million biomedical research facility, and is poised to see the development a 250,000-square-foot tech park.
The West Carson TOD plan is one of 11 designated by the County's general plan - all of which are located within a half-mile of a Metro rail or bus rapid transit stop. The County recently launched its latest TOD plan surrounding a Blue Line stop in the unincorporated community of Florence-Firestone.
