A staff report to the Los Angeles Board of Recreation and Parks Commissioners offers a first look at the Hollywood Arts Collective, a proposed mixed-income development at 1633 N. Wilcox Avenue.
Thomas Safran & Associates, the developer of the project, intends to replace a City-owned parking lot just south of Hollywood Boulevard with a seven-story edifice featuring 152 studio, one-, two-, and three-bedroom apartments - including 35 affordable units - above 6,586 square feet of ground-floor commercial space and two levels of subterranean parking.
Withee Malcolm Architects is designing the building, which would face both Wilcox Avenue and Schrader Boulevard with a grid-patterned facade. Proposed amenities include a courtyard and a swimming pool.
A staff report recommends that Thomas Safran & Associates should be required to make an in-lieu payment to the City of Los Angeles rather than dedicating land for a new public park.
The Hollywood Arts Collective is the result of a 2014 request for proposals issued by the City of Los Angeles seeking the construction of a mixed-use project with public parking. Thomas Safran & Associates was selected to develop the project in 2016.
The project site is surrounding by a number of similar mixed-use and projects consisting of multifamily housing, hotel rooms, and retail space.
Across Wilcox Avenue, the LeFrak Organization is planning a 15-story edifice containing 260 apartments and retail space.
A block south at Selma Avenue, Relevant Group is building out a new hotel district surrounding the Dream Hollywood, including a Thompson Hotel and a Tommie Hotel that are now under construction.
Thomas Safran & Associates, one of the most prolific developers of affordable housing in the Los Angeles area, is also planning new apartments for low-income seniors adjacent to The Montecito, a historic structure in Hollywood.
