In May, the Los Angeles Department of City Planning issued a determination letter approving plans to redevelop an empty lot in Arlington Heights with housing and commercial space.
The approximately 15,000-square-foot site, located at the northeast corner of Washington Boulevard and Norton Avenue, is now approved for the construction of a four-story building containing 31 two-bedroom apartments - with three deed-restricted as extremely low-income affordable housing - above approximately 1,300 square feet of ground-floor retail and semi-subterranean parking for 52 vehicles.
Khal Khaireddin Architects is designing the project, which would feature central and rear-facing courtyards at the second floor and a common rooftop deck. A rendering depicts a low-rise structure clad in brick veneer, stucco, and concrete.
A project application lists the owner and developer behind the proposed apartment complex as Shalabi Enterprises Partners.
Construction permits for the project are currently pending with the Department of Building and Safety.
The mostly market-rate development is uncommon for this stretch of Washington Boulevard, which has seen numerous plans for mixed-use projects featuring affordable housing and retail space.
To the east, a 64-unit housing complex for low-income seniors is now rising at Washington and Gramercy Place, and a larger mixed-income development is proposed between 3rd and 4th Avenues.
To the west, non-profit developer Meta Housing Corp. is planning low-income developments for two City-owned properties at Washington's intersection with Vineyard Avenue.
