Heavy equipment has appeared at a vacant lot in Palms, where site preparation is set to begin for a mixed-use development called "The Jagger."

The .43-acre project site, located at 3630-3638 Overland Avenue, was previously approved with three small residential and commercial buildings.  Permits issued earlier this year by the Los Angeles Department of Building and Safety call for replacing them with a six-story edifice containing 74 apartments - including eight extremely low-income affordable units - above ground-floor retail space and a three-level, 94-car subterranean parking garage.

Hopson Rodstrom Design Workshop (hrdwrkshp) is designing the building, which is highlighted by a sawtooth roofline that will allow natural lighting on its upper floor while creating a distinctive profile.  Other features of the project include multiple outdoor courtyards and patios, with a metal mesh envelope screening the building.

Plans also call for widening the sidewalk along Overland Avenue to add shade trees and benches.  Those improvements are designed by Tina Chee Landscape Studio.

Los Angeles County Assessor's records list the owner of the property as an entity connected to developer Cale Enterprises, LLC.

Completion is expected in 24 to 26 months, according to a representative of the developer.

The Jagger joins more half-dozen similar projects in the works for Overland Avenue, including The Roy - a mixed-use apartment building which opened on an adjacent property in early 2019.

Beverly Hills-based developer Oakmont Capital is also planning three residential-retail projects on nearby properties.
