A sprawling site located just south of the I-405 Freeway could is poised for a mixed-use development consisting of multifamily housing and commercial space, according to a notice distributed by the City of Carson.
The proposed project, slated for a 27.3-acre property at 21207 S. Avalon Boulevard, is currently occupied by the Imperial Avalon Mobile Estate mobile home park. West Hollywood-based developer Faring proposes to remove all existing improvements, making way for the construction of a more than 1.5-million-square-foot project consisting of:
- 680 market-rate apartments;
- 180 age-restricted senior apartments;
- 380 townhomes; and
- 7,152 square feet of restaurant space.
Plans also call for the construction of more than 680,000 square feet of new parking.
AO is designing the project, which would place three podium- and wrap-type apartment buildings - containing studio, one-, and two-bedroom units - along the eastern property line, ranging from four to seven stories in height.
The proposed townhomes - consisting of two- and three-bedroom floor plans - would be located along the western half of the property, fronting Grace Avenue. Plans call for 48 separate buildings, arranged around private streets and pedestrian paths.
In addition to housing and commercial space, the project would also include a dog park, a central park, and a series of private courtyards and amenity spaces. Faring has also proposed the construction of a new pedestrian bridge crossing the Dominguez Channel, allowing for a direct connection with the site of a currently-stalled outlet mall development to the north.
The Imperial Avalon project, which will require the approval of a zone change and a general plan amendment by the City of Carson, is currently in the midst of its environmental review period. A digital scoping meeting is scheduled for January 28 at 6:00 pm.
The proposed development is the latest and largest in a recent series of mixed-use projects planned near Carson City Hall.
A short distance south at Avalon's intersection with Carson Street, Faring is in the end stages of construction on the 357-unit Union South Bay apartments.
The Imperial Avalon site is also flanked by 20 acres of property on which Texas-based developer JPI has proposed the construction of a separate project featuring 1,000 apartments, 15,000 square feet of retail, and a 200-room hotel.
Per a report from Spectrum News 1, Faring has offered to relocate residents of the existing Imperial Avalon mobile home park to a nearby facility either permanently or temporarily, with the possibility of returning to the planned senior housing after a two-year construction period. The mobile home park is scheduled to close by January 2022.
