A pair of empty lots in the Broadway-Manchester community could be redeveloped with affordable housing, according to an application filed earlier this month with the Los Angeles Department of City Planning.

The proposed development, called the Manchester Urban Homes, is slated 2.7 acres of land near the northwest corner of 88th Street and Broadway.  Plans call for the construction of a mixed-use project consisting of 122 dwellings - including a 76-unit apartment building fronting Broadway and 46 townhomes on land spanning between 88th and 87th Streets.

Neighborhood Housing Services of L.A. County, the non-profit developer behind the project, is seeking Transit Oriented Communities development incentives permitting a larger, denser housing complex than would be allowed by the property's base zoning.  Plans call for a mix of one-, two-, and three-bedroom apartments, all of which would be set aside as deed-restricted affordable housing save for three manager's units.

According to a landing page on the Neighborhood Housing Services website, the Manchester Urban Homes are being designed by John V. Mutlow Architects, Inc.  Renderings depict a four-story structure fronting Broadway - lined by amenities and retail space at the ground floor - with the townhomes located in eight two-story buildings to the rear of the property.

The project is seeking certification through the U.S. Green Building Council's LEED program, according to the entitlement application.

The proposed development would rise along a segment of the Broadway corridor which was recently restriped to include protected bicycle lanes.  Other projects planned nearby include a mixed-use apartment complex slated for city-owned land at 94th Street and Broadway.
