A 1940s apartment building across the street from Westwood Park could be redeveloped with a larger multifamily residential complex, per an entitlement application recently submitted to the Los Angeles Department of City Planning.

The project, slated for a corner lot at 1402 S. Veteran Avenue, calls for the construction of a six-story edifice containing 23 one-, two-, four-, five-, and six-bedroom apartments atop a two-level, 21-car subterranean parking garage.

In exchange for Transit Oriented Communities development incentives permitting reductions to setback and on-site open space requirements, three of the apartments would be set aside as affordable housing at extremely low-income level.  The existing two-story building includes six market-rate apartments which are subject to the citywide rent stabilization ordinance.

Warren Techentin Architecture is designing the apartment complex, which would be clad in materials such as smooth-finish stucco, concrete, and perforated metal screens.  A rendering depicts a contemporary low-rise structure wrapped in a series of trapezoidal forms.  Planned open-space amenities include a rear patio and a rooftop deck.

City records list the project applicant as Century City-based investor Brennen Hakimiam.  The owner of the property is an entity affiliated with George Smith Partners.  The site last sold in July 2020 for approximately $3.5 million.

The same project team is planning a similar development which would replace another 1940s apartment building one block south at the intersection of Veteran and Ohio Avenues.
