Construction is underway for a more than $40-million affordable and permanent supportive housing development in the unincorporated community of West Carson, general contractor R.D. Olson announced this week.
The West Carson Villas, which will rise from a property located at 22801-22905 S. Vermont Avenue, is being developed by non-profit developer and service provider PATH Ventures through a partnership with the Los Angeles County Development Authority. The project replaces a vacant auto repair shop and retail building with four-story edifice featuring 111 apartments serving low-income and formerly unhoused households.
Approved plans call for a mix of one-, two-, and three-bedroom dwellings, roughly half of which will be reserved for special needs households, including 28 units for unhoused persons earning up to 30 percent of the area median income level. The remaining apartments will be restricted to renters earning no more than 60 percent of the median income.
KFA Architecture and Placed Interior Design comprise the 150,000-square-foot project's design team. A rendering of the 150,000-square-foot building depicts a contemporary low-rise structure which greets Vermont Avenue with a pitched roofline. Plans also call for a common room, conference centers, a yoga room, a playground, and outdoor amenity space, and ground-floor parking for 83 vehicles.
Completion of the West Carson Villas is expected in Summer 2023.
Funding for the project includes $31.7 million in tax-exempt bonds and $14.5 million in taxable financing approved in September by the Los Angeles County Board of Supervisors.
PATH and KFA have previously worked together on supportive housing developments in Inglewood and Rampart Village. The non-profit is currently in the midst of construction on projects in Hollywood, West Adams, and South Gate.
R.D. Olson is serving as general contractor on numerous affordable and supportive housing developments in Los Angeles and Orange counties.
