A new apartment tower could rise one block west of Metro's Hollywood/Western subway station, according to plans recently submitted to the City of Los Angeles.

The proposed development, filed with the Planning Department of July 21, is slated for a roughly 36,000-square-foot site at the southwest corner of Hollywood Boulevard and St. Andrews Place.  The project, which would replace a commercial building and a small apartment building, calls for the construction of an 18-story tower containing 200 one- and two-bedroom dwellings - including 40 units of deed-restricted very low-income housing - above semi-subterranean parking for 240 vehicles.

HKS Architects is designing the concrete-and-steel building, which would rise approximately 217 feet above ground level.  Moving away from Hollywood Boulevard, the tower would step down in height to match the scale of Carlton Way, with plans calling for street-fronting townhomes and a setback that would match the roof line of an adjacent apartment building.  Renderings show terrace decks at four levels of the building.

City records list the project applicant as an entity connected to Bow West Capital, a local real estate investment firm.  The company is currently in the process of rehabilitated a century-old office building for cannabis businesses in Downtown.

The project will require the approval of the Los Angeles City Planning Commission.

The development site follows similar mixed-use projects built on nearby sites along Hollywood Boulevard.  Across St. Andrews Place, Wood Partners completed a 280-unit apartment complex in 2018.  Two blocks west, the Atlanta-based developer is in the midst of construction on a similar 160-unit project.

The proposed tower is not the first attempt at developing the property at 5600 Hollywood Boulevard.  The City of Los Angeles approved the construction of a seven-story, 33-unit apartment complex on the site in February 2018.  Prior to that, the currently vacant corner lot was slated for the development of a boutique hotel called "80 Cool Rooms."
