Shopoff Realty Investments has secured entitlements for yet another large residential development in Orange County. 

The project, approved by the Buena Park City Council for a nearly 14-acre property at 5600 Beach Boulevard, would rise on a property currently occupied by the Amway Corporation. The 370,000 square feet of existing industrial space is slated to give way to the construction of 231 townhomes and duplex units, as well as 50 units of senior affordable housing.

“5600 Beach Boulevard represents an important step forward for Orange County and is intended to help address the need for attainable and diverse housing options for first-time homebuyers and for Buena Park’s growing senior population," said Shopoff realty chief executive officer Bill Shopoff in a news release. "Transforming an industrial site into a vibrant residential community aligns with the city and county’s evolving needs, providing homes for people at every stage of life."

The project, which would rise from a triangle-shaped site a short distance west of Metrolink's Buena Park Station, was acquired by Shopoff in February 2025. The company's plans for the site will include a community pool, recreation area, and other commons paces.

KTGY is designing the project, according to plans included with an environmental study conducted for the project. Renderings depict a series of contemporary three-story homes.

Plans call for Amway to remain on the property through end of the year, after which point a development partner will take over the project for construction of the new housing.

Shopoff has partnered on similar projects which will bring housing to Fountain Valley and Huntington Beach. Shopoff is also working on a mixed-use project which will replace the Westminster Mall with more than 2,000 homes.
