A big box store located just north of the Del Amo Fashion Center could make way for high-density housing, per an item recently considered by the Torrance Planning Commission.

The project from applicant Vista Homes, planned at 3610 Torrance Boulevard, calls for razing a former Sports Authority and Sears Outlet ssite to clear the way for the construction of a new development consisting of 449 apartments and parking for 815 vehicles. Plans call for a mix of one-, two-, and three-bedroom dwellings, with 45 units to be set aside for low-income households.

The inclusion of the deed-restricted affordable units makes the project eligible for density bonus incentives, allowing for a larger structure than would otherwise be permitted by zoning rules.

The project would vary between six and eight-stories in height, and would be of podium-type construction atop a parkign structure. Ovalle Architects is listed as the design firm attached to the project.

"The building design emphasizes horizontal and vertical modulation through alternating wall planes, balconies, and the use of contrasting materials and colors," reads a staff report to the Commission. "Exterior finishes include a combination of light stucco and wood-look siding that create a balanced composition and visual warmth. Large window openings and corner glazing enhance transparency and provide visual connection between the interior spaces and the public realm."

An environmental report conducted for the project states that construction of the building is targeted to commence in February 2026, with completion set to occur in September 2028.

The project is the latest in a recent string of developments near Del Amo Fashion Center, including under-construction apartments across Hawthorne Boulevard and a townhome complex to the east along Carson Street.
