A husband-and-wife team that has recently invested in new mixed-use and multifamily residential developments across the City of Los Angeles are cooking up plans for more housing in Sylmar.

Last week, Janet and Akhilesh Jha submitted an application to the Department of City Planning seeking approvals for the construction of a new multifamily residential complex at 13916 W. Polk Street. The project, which would replace a single-family home completed in the mid-1950s, calls for the construction of a series of three-story buildings featuring a combined total of 45 rental units - all of which would have four-bedroom, four-bathroom floor plans.

Proposed entitlements include a veritable laundry list of density bonus incentives and waivers, including common requests such as those for greater floor area and height, as well as less common requests such as relief from low impact development requirements and equinekeeping standards. In exchange, nine of the new apartments would be set aside for low-income households.

F Design is listed as the architect behind the project, which is shown in renderings as two rows of contemporary triplexes and fourplexes, arranged around a common driveway.

The Jhas recently made waves by successfully suing to force the City of Los Angeles to accept an application to build apartments on the former site of a single-family home just off of Ventura Boulevard in the San Fernando Valley. While Planning staff had declined to process entitlements, citing zoning rules which restricted the site to single-family residential uses, the Jhas successfully argued that the project should be permitted due to a general plan land use designation that allows for apartments.

Besides the two Valley projects, the Jhas are also behind plans for a multifamilyr esidential development at 1848 S. Gramercy Place in Harvard Heights.
