A commercial building at the intersection of Venice Boulevard and Cochran Avenue in Mid-City could be razed for a new apartment complex, according to an application filed with the Los Angeles Department of City Planning.

P.D. Development, LLC, listed as the owner of the roughly 16,600-square-foot site at 5211 Venice Boulevard, is seeking entitlements for the construction of a new five-story building featuring 52 apartments above a two-level, 71-car underground parking garage.

Project entitlements include density bonus incentives, permitting a larger structure than allowed by zoning rules in exchange for the provision of five apartments as very low-income affordable housing.

Sam Ghanouni is designing the building, which is depicted in plans as a contemporary low-rise structure with a ground-floor courtyard, and open space in a rear yard and on the roof deck.

The project will be subject to a City Planning Commission hearing, based on the type of entitlement sought.
