A 19th century building in Westlake could make way for a new apartment complex, according plans submitted yesterday to the City of Los Angeles. 

The property, located at 831 S. Westlake Avenue, is currently improved with 17 residential units.  Plans call for clearing the existing two-story structure - which was completed in 1895 - to make way for a seven-story building featuring 79 residential units - including 12 set aside at the very low-income affordability level - with a two-level parking podium.

Requested entitlements include Transit Oriented Communities affordable housing incentives, including a reduction in required open space and side yards.

City records list the project applicant as Westlake Apartments, LP.  The entity is attached to Raman Nourizad, who is listed as the Director of the Downtown-based jewelry company Ninacci, Inc.

Mobbil, Inc., a civil engineering firm, is representing the applicant.

The project, located a block south of MacArthur Park, would neighbor a similar 57-unit apartment complex with retail planned for a vacant lot at the corner of 8th and Alvarado Streets.
