The project, named for a nearby tributary of the Los Angeles River, replaced three single-family homes with a five-story building which will feature 80 apartments on completion above parking for 66 vehicles at completion.

Mogavero Architects designed the Bell Creek Apartments, according to a sign posted to the development site. Ken Stockton Architects is also affiliated with the project.

The development, funded by Measure HHH, No Place Like Home, and the L.A. County affordable housing trust fund, among other sources, will cater to households earning between 30 and 80 percent of the area median income.  According to a 2020 application for tax credit financing, monthly rents are expected to range from $587 to $1,880 per month.
