Affordable housing is set to rise from a site just off of Vineland Avenue in Toluca Lake, according to permits recently issued by the Los Angeles Department of Building and Safety.

HVN Development, the applicant attached to the project at 10953 Whipple Street, secured city approvals earlier this year for the construction of a five-story building featuring 91 one- and two-bedroom apartments without on-site parking.

To be eligible for density bonus incentives allowing for a larger building than zoning rules otherwise permit, as well as streamlining via Executive Directive 1, the apartments must be fully-restricted to low- and moderate-income households.

Stockton Architects, which works on all of HVN Development's projects, is designing the contemporary, stucco-clad building, according to city records.

HVN Development recently received permits for a similar project in the North Hollywood neighborhood, joining more than one dozen affordable housing developments the company has in the works across the City of Los Angeles.
