Work has commenced for an affordable housing complex just off of North Broadway in Lincoln Heights, City Councilmember Eunisses Hernandez announced this week.

Non-profit developer Women Organizing Resources, Knowledge & Services (W.O.R.K.S) is responsible for the Grace Villas development, which will replace a city parking lot at 216 S. Avenue 24. Plans call for the construction of a six-story building featuring 48 one-, two-, and three-bedroom apartments above a semi-subterranean parking garage with 50 vehicle stalls. The apartments will serve low-income families, transitional-aged youth, and residents with developmental disabilities. earning between 30 and 60 percent of the area median income level.

"Grace Villas is what it looks like to use every public tool we have — every piece of land, every policy, every dollar — to fight displacement and make this city work for our people,” said Hernandez in a news release. “Everyone, no matter their income, age, or ability, deserves a safe, dignified, and affordable place to call home.”

The project is funded in part through the ULA Accelerator Program, per the news release.

Linc Housing and GTM Holdings are also partners in the project, while KFA Architecture is designing the Spanish Colonial Revival-style building. Supportive services are to be provided by East Los Angeles Regional Center and the Downtown Women's Center.

Completion of Grace Villas is expected in late 2026.
