A property owner is reworking plans to redevelop 1920s duplex near the intersection of Washington and Crenshaw Boulevards in Arlington Heights, per a new application to the Los Angeles Department of City Planning.

In 2022, applicant Grace Kwok of Crane Lake, LLC filed plans seeking to redevelop a parcel at 2100 S. Crenshaw Boulevard with a five-story, 17-unit apartment building. The proposed project was to utilize Transit Oriented Communities development incentives to permit a larger structure than would otherwise be allowed by zoning rules, and would set aside three of the new apartments as affordable housing in exchange for the incentives.

Three years later, the same ownership entity is now opting to propose a fully affordable housing on the site using the streamlining provisions of the Mayor's Executive Directive 1. Plans call for a five-story structure containing a total of 52 apartments.

PDS Studio is designing the contemporary podium-type building, according to plans included with the filing.

The project site sits roughly a quarter-acre southwest of the intersection of Washington Boulevard and Norton Avenue, where construction is in progress for a four-story, 31-unit apartment building with ground-floor retail space.
