A new development consisting of deed-restricted affordable housing is on the rise in the Vermont Square neighborhood of South Los Angeles.

The project site, located at 4209 S. Western Avenue, was previously improved with an early 20th century home and an accessory dwelling unit.  According to construction permits issued earlier this year by the Los Angeles Department of Building and Safety, the project that replaces the more than century-old building will consist of a four-story edifice containing 25 apartments, all of which would be reserved for low- and extremely low-income households.

The building permit indicates that Torrance-based Breen Engineering is designing the low-rise buildings.

Los Angeles County Assessor's records list the owner of the property at an entity affiliated with SoLa Impact, a South Los Angeles-based real estate firm which has used opportunity zone funding to build several affordable housing projects.

The firm is planning similar projects on City-owned sites at 52nd Place and Figueroa Street.
