Located on a previously vacant site, the project consists of a four-story building that features 85 apartments above 2,500 square feet of ground-floor commercial space and subsurface parking for 68 vehicles.

At the time of a 2018 staff report to the California Tax Credit Allocation Committee, ELACC had planned for a mix of studio, one-, two-, and three-bedroom apartments reserved for households earning at or below 30, 50, and 60 percent of the area median income.

FSY Architects designed the Rosa de Castilla development, which closely resembles the structure depicted in a conceptual rendering. The building includes several open space amenities for residents, highlighted by a garden and hiking trail carved into the hillside at the rear of the property.
