A series of small commercial buildings on Garvey and Del Mar Avenues could be razed and redeveloped with a mixed-use apartment building, according to an initial study published by the City of Rosemead.
The proposed project from Green Park Property, LLC, an entity managed by Gerard Ngo, would rise from an approximately 1.2-acre property located at 7849-7857 Garvey Avenue and 7900-7916 Virginia Street. Proposed plans call for the construction of a new seven-story building featuring 93 residential units, approximately 5,400 square feet of ground-floor commercial space, and parking for 208 vehicles.
The apartments would come in a mix of one-, two-, and three-bedroom floor plans, the bulk of which would be located on the upper levels of the building. However, the project also includes several live/work apartments - three of which would front the ground level facing Strathmore Avenue to the east.
Scales Lab Architects is designing the proposed Strathmore Garvey development, which is depicted in renderings as a contemporary podium-type building, which would incorporate amenity decks on the second, fourth, and seventh floors.
A timeline included in the initial study forecasts a construction period commencing in the second quarter of 2023 and concluding by the fourth quarter of 2024. However, that timeframe is for the purpose of analysis, and construction of the project will require a zone change and specific plan approval which have yet to be granted by the City of Rosemead.
The proposed development bears many similarities to the Prospect Villa development, a 75-unit development from the same project team which would rise from a property located a few blocks to the west on Garvey Avenue.
