Across the street from the Sunset and Gordon apartment tower in Hollywood, a series of shuttered commercial buildings could make way for another mixed-use apartment complex from CIM Group.
In late February, an entity affiliated with the Mid-Wilshire-based real estate firm filed an entitlement application with the Planning Department for properties along the north side of Sunset Boulevard between Gordon Street and La Baig Avenue. Plans call for razing a series of small residential and commercial buildings, making way for the construction of a seven-story building containing 110 rental apartments above a 239-car garage and 14,657 square feet of ground-floor commercial uses.
CIM Group's requested entitlements for the project, which is named for its address at 6007 Sunset Boulevard, include density bonus incentives that would permit a larger structure with less on-site open space than would be allowed under the property's zoning. The development would include 11 deed-restricted affordable units - priced at the very low-income level - partially replacing 15 existing apartments that were vacated in 2017 via the Ellis Act.
Although state law requires a one-to-one replacement of existing affordable units in any redevelopment of a property, that requirement is dropped to a 70 percent replacement ratio if the existing housing is not subject to income restrictions, according to a city memo. While the density bonus ordinance would require just 10 affordable units, CIM has added one additional below market-rate unit to clear the 70 percent threshold.
ShubinDonaldson, which has worked with CIM on a series of new developments in the West Adams community, is designing 6007 Sunset. Architectural plans depict a modern podium-type building consisting of four levels of wood-frame construction above a three-level concrete base. The podium structure, which would extend north onto Gordon Street, would contain parking, with a courtyard and amenity decks located above. Proposed exterior finishes include stucco and corrugated metal panels.
Although 6007 Sunset would replace a series of one- and two-story structures, the proposed development would be dwarfed by some of its immediate neighbors.
Across Sunset Boulevard, Emerson College opened its futuristic Hollywood campus in 2014 - a 10-story structure designed by Morphosis.
One block east along Sunset, Hudson Pacific Properties has added a pair of mid-rise office buildings to the Sunset Bronson Studios campus, both of which have been leased by Netflix.
Directly across Gordon Street from 6007 Sunset, CIM Group completed work on the 23-story Sunset and Gordon apartment tower in 2015. That project, which includes 299 apartments and a small pocket park, has been the subject of a prolonged legal battle since its opening date. Not long after its completion, California's 2nd District Court of Appeal invalidated the tower's approvals - forcing its tenants to relocate - after finding that CIM Group had not adhered to a condition that a 1920s building that previously housed an Old Spaghetti Factory restaurant be preserved. CIM instead built a replica of the building at the ground floor of the new development.
The appellate court decision forced CIM to seek fresh entitlements for the project over the succeeding years. The Los Angeles City Council re-approved the development in 2018, and city records indicate that the property only received a new certificate of occupancy in November 2020.
Current plans for 6007 Sunset are upsized from an iteration of the project last seen in 2017, when CIM Group had planned for for a smaller development with 63 apartments.
