The Los Angeles City Council has upheld the City Planning Commission's approval of a proposed mixed-use residential development in Beverly Grove, rejecting an appeal filed by two neighbors.

The project, which is being developed by Category and 4D Development and Investment, would replace a stretch of commercial buildings 8251-8271 W. Melrose Avenue. The proposed development calls for the construction of a six-story building featuring 90 one- and two-bedroom apartments above 15,271 square feet of ground-floor commercial space and a two-level, 96-car parking garage.

Category is also serving as architect for 8251 Melrose, which is depicted in plans as a contemporary podium-type building clad in plaster and wood.

Project entitlements granted by the Planning Commission include density bonus incentives to permit a larger building than would otherwise be allowed by zoning rules. In exchange, 10 of the apartments would be set aside for rent as very low-income affordable housing.

The appeal, lodged by neighbors of the site along Harper Avenue, had argued to the Council that the project's approval should be overturned, contending that it does not conform to the City's general plan and should be subject to further review under the California Environmental Quality Act. The Council, adopting the recommendations of a Planning Department staff report, rejected that argument and upheld the approval.
