At its meeting on October 27, the Los Angeles City Planning Commission upheld the approval of a proposed mixed-use residential development in Van Nuys, rejecting an appeal which sought to block the project's construction.

The project from applicant Benjamin Golshani of VNB, LLC, approved by Planning officials in June 2023, would rise from a triangular-shaped property located at 7115-7131 N. Van Nuys Boulevard just south of Sherman Way. Plans call for the construction of a five-story building featuring 214 studio, one-, and two-bedroom apartments above 15,800 square feet of ground-floor commercial space and parking for 238 vehicles.

Approved plans make use of Transit Oriented Communities incentives to permit a taller building with greater floor area and density than otherwise allowed by zoning. In exchange, 24 of the new apartments would be set aside for rent as affordable housing at the extremely low-income level.

Khorramian Group Architects is designing 7115 Van Nuys, which portrayed in a rendering with a contemporary exterior of stucco and metal. On-site amenities would include open air decks at the podium and roof levels.

The hearing before the Planning Commission was held to consider an appeal from SAFER, an affiliate of Laborers International Union of North America Local 270 (LIUNA), which argued that the project would have unanticipated environmental impacts, and should be subject to further study. A staff report, noting that SAFER had failed to supply evidence in support of its claims, recommended denial of the appeal.

The project is one of two large mixed-use apartment buildings planned near the busy intersection of Van Nuys Boulevard and Sherman Way. On the opposite side of the street, Alliant Strategic Development broke ground earlier this year on a six-story, 322-unit apartment complex on an L-shaped site at 7050 Van Nuys Boulevard. That project will also include street-fronting commercial uses.
