Los Angeles County is poised to enter into an exclusive negotiating agreement with the nonprofits LINC Housing and National CORE for the development of a mixed-use affordable housing complex near the Crenshaw/LAX Line in Inglewood.
The 1.44-acre project site, located at 923 East Redondo Boulevard, is currently developed with a 40,000-square-foot structure which houses offices for the County's Department of Public Social Services. The building, which has previously been deemed underutilized, is located just steps from the future Fairview Heights Station at West Boulevard.
LINC and CORE have proposed a five-story mixed-use project for the site, featuring 150 one-, two- and three-bedroom apartments, 5,000 square feet of ground-level retail space and parking for 103 vehicles. Plans call for a 100 percent affordable development, which could set rents for households earning between 30 and 60 percent of the area median income. Up to half of the units could be allocated as permanent supportive housing for persons who are homeless or at risk of becoming homeless. An alternate scenario could see 20 percent of the apartments designated as market-rate housing, set for households making 80 percent of the area median income.
Renderings of the potential $50-million development, which is being designed by Torti Gallas + Partners, portray a colorful five-story edifice, with a boxy form that extends from property line to property line. Floor plans also show various indoor and outdoor amenity spaces scattered throughout the site.
Other members of the project team include City Fabrick, Fuscoe Engineering, T.R.U.S.T. South LA, Hope Through Housing Foundation and the People Concern.
The Board of Supervisors is scheduled to consider the proposed arrangement at its meeting next week. If it proves successful, the developers would also need to successfully receive building permits from the City of Inglewood.
The 923 Redondo property is one of two County-owned sites along the Crenshaw Line that have been put up for redevelopment. No announcement has been made for the second property, which abuts Expo/Crenshaw Station.
