After three years of quiet, plans from Onni Group apartment tower near Wilshire/La Brea Station on the Miracle Mile are once again moving forward.

This week, the Los Angeles Department of City Planning published a draft environmental impact report for the Wilshire and Cloverdale project, which would bring a 46-story high-rise to a roughly 1.4 acre site located at 5350-5376 Wilshire Boulevard. 419 one- and two-bedroom dwellings atop 2,645 square feet of ground-floor restaurant space and parking for 443 vehicles.

Requested approvals include Transit Oriented Communities incentives to permit a larger, denser development than zoning rules would otherwise allow due to the property's location near the recently-completed subway station. In exchange, the proposed tower would include 47 units of extremely low-income affordable housing.

MVE + Partners is designing the proposed tower, which would rise approximately 530 feet in height, and is described as a "contemporary interpretation of the Art Deco architecture." Plans call for a top floor with five penthouses, with amenities such as a fitness center, a sky lounge, and a pool deck located below.

The project will also retain approximately 42,000 square feet of commercial uses fronting Wilshire Boulevard - including the Dark Room building, which is a Los Angeles Historic-Cultural Monument. The 1920s and 1930s construction are described as the inspiration for the high-rise design concept in a narrative included with the entitlement submission.

Construction is projected to occur over three years after groundbreaking.

The project is one of a small handful of high-rise buildings in the works for the Miracle Mile, including the 42-story residential tower at 5411 Wilshire Boulevard proposed by Walter N. Marks, Inc. Onni Group has also doubled down on residential towers in the neighborhood, with a proposal for twin 67-story towers at the Wilshire Courtyard property.

Onni has recently pivoted to housing at several sites, including Wilshire Courtyard, as demand for Los Angeles office space has plummeted in the wake of the pandemic.
