A single-family home and an apartment building just south of York Boulevard in Eagle Rock could make way for a large affordable housing complex, according to an application submitted late last year to the Department of City Planning.

The project site at 4719 N. Toland Avenue, currently developed with 17 residential units, is poised for the construction of a new eight-story edifice which would feature 153 one- and two-bedroom apartments above ground-floor parking for 46 vehicles.

Approvals, requested through the streamlined processing created via the Mayor's Executive Directive 1, include density bonus incentives to permit a larger building than would otherwise be allowed by zoning rules. All of the apartments would be income restricted and priced below market rate.

JZA Architecture is designing 4719 Toland, which is depicted in a rendering as a contemporary low-rise structure.

City records list the project applicant as Lou Jacobs, an executive with California Landmark Group, through the entity JFP Toland, LLC.
